Originally the internet was seen as merely an informational resource
The internet was only accessed by such a small group of individuals that it did not appear to have much value as a consumer market
The funding group disallowed the use of the internet for marketing purposes
At the onset of the internet creation Congress passed a bill stating that the sole purpose of the internet should be informational and academic
